Yes, looks like your number 12. Too tight as I and others suggested to start with. You do need to take what mechanics used to working on modern vehicles say with a pinch of salt as modern clearances are much tighter due to liquid cooling and finer tolerances.

If it is a chromed cyliner then boring will remove the plating (of course).

This mechanic is familiar with old bikes.  He has a lemans I and an 1100 Sport.  His shop is filled with vintage bikes, when I dropped the piston and cylinder off there was a gorgeous Norton atlas on the floor.  
On another note,  I ordered an oil filter from stein-dinze and the filter came with 2 large rubber gaskets.  Does these go anywhere besides the trash?

The filter that came with the bike does not appear to be the correct filter.  It is labeled  baldwin pt29.  It is wider and shorter than the one I purchased from Stein-Dinze.  I googled it and this is what I found.

After a long wait My cylinder is finally being shipped back from being bored out to 70.  I have a question about the assembly and can't seem to find an answer on the web.  Do you apply the engine gaskets dry?

For paper type gaskets I normally put grease on one side and wellseal on the other. Apply the wellsela with a small brush and leave it for about 15 minutes to get tacky.

I usually apply grease on both sides of paper gaskets, but I' curious what should I do with the metal gasket that goes between the cylinder and engine?

Do you mean the cylinder head gasket? I usually just use grease but if there is an oil drain or similar wellseal again. But as I'm not familiar with the model I may have misunderstood.

Yes sorry for not being clear.  The cylinder head gasket.  I have so Hylomar on hand I think I will use that.
