They are all probably Made in China anyway.

Have a look on this site there are bearing places over here that may post them out to you

The Parts list has some information.
Look at the front forks and frame pages.

They use ball races.

What problem are you experiencing? It is possible to convert to taper roller bearings, but they are not a straight swap.

As long as you get bearings of the right size -- diameter and depth, (take your old ones for comparison) you should be OK. Tapered roller bearings are often preferred, and more expensive.
It's usual to shape the end of a steel rod to engage the small area of the bearing's rim that protrudes, and tap it gently and evenly out.
It's not difficult, but it's easy to go wrong -- some experience required I think, more so with re-fitting.

On refit chill the new bearings in a freezer to shrink them - amazing how much easier they fit in!   And see if you can warm the headstock first to expand it a little.  Just warm with a hairdryer.

Well the only good news is that most of the small block steering heads of that era were the same, so that stem would also be comon to all. The differences come in the bottom yoke which is attached. Fork width and stanchion diameter did vary over the years.
As for where you might get one, apart from long didstance mail order, I don't know. There are almost certainly some available in Europe.
There is a guy called Mario with a business called Thunderbikes in Perth Aus. Moto Guzzi specialist. He might know of a source.
Only other would be Pete Roper (Motomoda) somehwere in Victoria or NSW in Aus.

In NZ, there is a knowledgable feller who runs Guzzi Gander, he might be able to offer some advice.

When steering locks go bad.

Throw away steering lock key, get good quality cable lock. Big smile

Worth asking in a machine shop if the tube could be replaced ?
Then you'd be able to supply the bearing and have the bottom inner race fitted ...
Any second-hand stem you find would be at least part-worn.
